Does UPS still offer the package ... even in heavy rain? 3

Today I have a package to deliver to Louisiana ... it's raining there ... and I need it today ... it's someone's birthday. He should have come today ... but ... I'm worried :(. Does anyone know if they can still be sent during heavy rains?!?!?
